Mrs. Carol - Elaine Kelly, 68, of Bloomington Springs, Tennessee, passed away on Monday, July 27, 2009, at Cookeville Regional Medical Center in Cookeville, TN. The family has chosen cremation, and no services are planned at this time. She was born October 3, 1940, in Elmira, NY, to the late Philip Eugene and Beatrice Lathrop Foster. She was a homemaker, and served in the U.S. Army. In addition to her parents, she was preceded in death by 1 Son: Joseph Eugene Moore. Survivors include 1 Son: Cecil C.
